A U.S. House Democrat has been working to enlist the leader of a foreign government in a debate over a proposed copper mine in her state. The trick is that leader is Canadian Prime Minister Justin Trudeau.
Minnesota Rep. Betty McCollum hopes that Trudeau will insert himself in the fray based on a 100-year-old treaty between Canada and the U.S. that governs the countries’ treatment of boundary waters.
