The Washington Department of Fish and Wildlife recently released a 168-page review of the science of hatchery reform. This review describes the benefits and risks of hatcheries and the operational options available to hatchery managers for balancing the benefit-risk trade-off.
Despite what the hatchery welfare state supporters like to tell you, this report states that despite the economic and social benefits of hatcheries they are a threat to wild fish and in need of reform. Additionally, unless the factors causing the decline in the first place are identified and addressed, hatchery reform will not lead to recovery on its own.
