That’s the thing about flood plains … they flood. They really don’t care if stupid humans develop on them or if we only pay attention to 1:10: 1:20, 1:100 year scale events but, clearly, 1:1000 scale events exist and nature will take back its flood plain.
Of course clear cutting, roads, agriculture, urban development, etc, all speed up run off add in climate change and the scale of these events is only going to get worse. Smart communities are beginning planning their “retreat” from the most vulnerable floodplain areas, will be interesting to see if this occurs on this most iconic of rivers? Will be the ultimate failure if homes and infrastructure are simply rebuilt on the flood plain.
