The construction of Scott Dam on the Eel River completely blocked the passage of critically endangered anadromous fish. A new proposal would re-open the main stem of the Eel to spawning runs of salmon and steelhead by removing the dam while maintaining electric generation and water deliveries to Mendocino and Sonoma counties.
