Barely two months after moving into the White House, President Donald Trump signed an executive order directing federal agencies to revise the Waters of the United States—or WOTUS rule that defines what waters the Clean Water Act covers.
By December of that year, the agencies came through with a new proposal, but now they’re finalizing a separate plan to repeal the rule outright.
