Montana Sen. Jon Tester took Interior Secretary Ryan Zinke, the state’s former House rep, to task Thursday for proposing a budget that gives the Land and Water Conservation Fund not the allowed cap of $900 million, but less than 1 percent of that, $8.1 million.
